Embedding of Macro Regional Strategies: Reflexions based on the example of Interreg CBC Programmes

The challenge of embedding is a crucial success factor for Macro Regional Strategies. Yet, there are different ideas about the concept of embedding, its strategic and technical implementation, involved players and required measures.

As a national coordinator within two Macro Regional Strategies (EUSDR and EUSALP), the Austrian Federal Ministry for Agriculture, Forestry, Regions and Water Management has commissioned a brief Expert Report, exemplifying approaches and opportunities for embedding during the programme implementation cycle of INTERREG CBC programmes, also with a view to transferability to other programme types.

The underlying hypothesis is that embedding is an exercise of mutual benefit for both, MRS and programmes, overcoming the narrative that programmes within an MRS territory are mere contributors to deliver on the MRS.

The report offers a number of recommendations, based on several matchmaking exercises, strategic intervention opportunities during the programme cycle, stakeholder roles and applied practices.

The webinar is meant to further consolidate and differentiate the results through exchange and discussion. Its results will be considered in the final report. The Expert Report is available in German language only, however a presentation kit will be provided in English. The webinar will be conducted in English language, according to the proposed agenda.
